UAE Development Land: Five Checks Before Pricing a Plot

September 28, 2026

Land value is the value of a possible project after time, permissions, infrastructure and construction costs. A plot can look attractive on area alone while its permitted use or service requirements make the intended scheme unworkable. Price it from a verified development case.

Verify title and the exact plot

Match the seller's identity and authority to current title records, cadastral plan, boundaries, area and any mortgages or restrictions. Confirm the form of tenure and who is eligible to acquire or develop the land in that location. For Dubai, official property status and map services can support the initial document review; professional verification remains essential.

Confirm planning assumptions

Obtain written evidence for zoning, permitted use, height, gross floor area, setbacks, parking and any design or master-developer controls. Ask whether approvals are existing, conditional or merely proposed. Do not price an ambitious scheme as approved space before the competent authority confirms its feasibility.

Cost access and infrastructure

Investigate road access, utility capacity, connections, district cooling, drainage and any off-site works. Identify who pays for upgrades and when capacity becomes available. On a large plot, these items and their timing can move the residual land value substantially.

Build a residual appraisal

Model achievable sales or rental income, construction cost, professional fees, approvals, finance, contingencies, marketing and delivery time. Sensitise both revenue and costs. Compare alternative uses only where each is realistically permitted, and make the proposed land price consistent with the return needed for the project's risk.

Protect the transaction path

Use conditions for title, survey, planning and utilities checks, and define what happens if an approval fails or takes longer than expected. Engage local legal, planning and technical advisers before a binding commitment. The goal is a decision based on a buildable, financeable scheme rather than an attractive rendering.

Discuss an opportunity

Investors can share investment criteria; owners or authorised representatives can introduce an asset confidentially. UAE Asset Advisory reviews each enquiry against the stated requirements.
